PALESTINE, Texas — A Dallas-area communication program says it is expanding work that helps incarcerated Texans practice public speaking, listening and leadership skills.

Perry Holloway, founder of Understand People, has delivered a Toastmasters-based Competent Communicator program at prisons near Palestine for approximately 18 years, according to an announcement from the organization. Saturday sessions use prepared speeches, impromptu speaking and peer feedback.

Why communication skills matter

Clear communication can affect nearly every stage of reentry. People leaving prison must explain gaps in employment, participate in interviews, resolve conflict, rebuild family relationships and understand supervision requirements. The ability to organize a thought and speak with confidence can also help prisoners communicate with counselors, educators and parole officials.

Programs built around repeated practice may offer more than a lecture. Participants must prepare, speak, listen to others and accept constructive criticism. Those habits can support accountability and teamwork.

Claims should be measured

The available information comes from a promotional announcement by the program, not an independent evaluation. Expansion is encouraging, but TDCJ and the provider should publish basic results: enrollment, completion rates, participant feedback, disciplinary outcomes and employment or education measures after release.

Access is another concern. Programs concentrated at a few units may exclude prisoners in other regions, people in restrictive housing and those with disabilities or limited English proficiency. Recorded lessons, trained peer facilitators and partnerships with Windham School District could broaden participation if security and accessibility needs are addressed.

Families and prospective volunteers should verify current unit schedules and approval requirements directly with TDCJ before traveling or sending materials.
