A former Texas Department of Criminal Justice correctional officer was arrested April 30, 2026, after authorities accused him of injuring a person on parole in the parking lot of the Goodman Unit and failing to obtain medical care.
The Jasper County Sheriff’s Office identified the former officer as Samual Horn, 61. The sheriff’s office said the incident occurred April 22 while Horn was working for TDCJ. Horn resigned from TDCJ the following day.
Horn also worked part time as a Jasper County jailer. Sheriff Chuck Havard terminated that employment after learning of the allegation. Horn was charged with official oppression, which the cited report described as a misdemeanor.
The charge is an allegation. Horn is presumed innocent unless and until proven guilty in court.
