Two women have been arrested following an alleged scheme to bribe someone they believed was a corrupt correctional officer and smuggle drugs into the James V. Allred Unit near Iowa Park, Texas.

The investigation was conducted by the Texas Department of Criminal Justice Office of the Inspector General. The allegations remain unproven, and everyone charged is presumed innocent unless convicted in court.

First arrest followed intercepted prison calls

Angelica Fleming, 40, of San Antonio, was arrested on August 9, 2026, and booked into the Wichita County Jail.

According to reporting based on court documents, Fleming was charged with three counts of manufacturing or delivering a controlled substance and one count of bribery. Her bonds reportedly totaled $750,000.

Investigators alleged that recorded telephone calls from the Allred Unit connected Fleming and incarcerated person Kevin Fleming to a plan to deliver drugs that would ultimately be taken inside the prison.

On July 20, two people allegedly delivered a package containing methamphetamine, synthetic cannabinoids and $2,500 in cash to someone they believed was a corrupt correctional officer, according to court documents described in the original report.

Second woman arrested in connection with the investigation

The investigation subsequently resulted in the arrest of Mary Flores of Leon Valley.

Flores was booked into the Wichita County Jail on August 19 on two charges of manufacturing or delivering a controlled substance. Her bonds reportedly totaled $400,000.

Court documents cited in the follow-up report allege that Flores met with the cooperating witness at a Wichita Falls residence and delivered a brown paper bag containing two packages of cigarettes and $2,500 in cash.

TDCJ investigators reportedly watched the vehicle in which Flores arrived. A Wichita Falls police officer later stopped the vehicle.

Contraband remains a major prison-security concern

Illegal drugs inside prisons can contribute to overdoses, violence, debt, extortion and threats against incarcerated people and correctional employees. Smuggling investigations may involve visitors, employees, contractors, mail, outside accomplices and communications between incarcerated people and individuals outside prison.

TDCJ previously identified dangerous contraband and drug-related violence as reasons for ordering searches and restricting movement at multiple Texas prisons, including the Allred Unit, during 2025.
